Project Description

The Airport is reconstructing and rehabilitating failing asphalt taxilane pavement near the GA hangar areas.

The pavement is displaying alligator cracking, block cracking, raveling, and weathering. The purpose of the pavement reconstruction and rehabilitation is to mitigate foreign object debris (FOD) and extend the life of the pavement. The project consists of the following elements:

  • Approximately 6,800 square yards of asphalt concrete taxilane rehabilitation with three-inch mill and overlay
  • Approximately 42,300 square yards of full depth reconstruction, subgrade stabilization and drainage improvements. This includes the following:
    • Reconstruction and improvements require excavation to a depth of 26 inches within the existing aggregate base, existing fill, and existing subbase materials
    • Stormwater management improvements including inlets and storm pipes to provide proper surface drainage.
    • Removal of approximately 400 linear feet of waterline
    • Installation of approximately 360 linear feet of a new eight inch ductile iron pipe (DIP) waterline, 60 linear feet of a new six inch DIP waterline, and a new fire hydrant

FAQs

Why is the Airport undertaking this project?
The existing asphalt is showing signs of distress and failure and a reconstruction of the full-strength pavement accompanied by a rehabilitation of the surrounding areas is necessary to mitigate FOD and extend the life of the pavement.

How much will the project cost and how is it funded?
The current project cost is about $9.2 million and it will be funding with the Coronavirus Aid, Relief, and Economic Security Act (CARES) fund the Airport received from the Federal Aviation Administration (FAA). SCK was the first airport in the FAA Western pacific region to successful convert CARES fund for a capital project.

What does the work entail?
Some of the main work components include:

How long will the project last?
The project is multi-phase, multi-year and is scheduled to last about 417 days. This does not include the break that construction will have during late fall and winter.

Will I be able to access my hangar during construction?
The area will be an active construction zone and for safety reason, during the phase your hangar is affect, there will be no access allowed.

What do I do if I need to access my aircraft when the construction phase affects my hangar?
SCK has tie-downs available to relocate your aircraft while your hangar is not accessible during construction. Please contact Nick Gutierrez (ngutierrez@sjgov.org, 209-561-5012) to coordinate the relocation of your aircraft.

Do I still have to pay my monthly hangar fee when I do not have access to it?
If you rent a County Hangar (e.g. H, J) and your aircraft is relocated to a tiedown, we will waive the monthly fee for the duration of the construction phase affecting the hangar.

Will construction workers need to enter my hangar?
No. Construction workers will not need access inside hangars.

What measures will be in place to prevent dust from entering hangars?
The contractor will spray water daily and install rocks to limit dust particles from getting into hangars as much as possible.

Will ARFF services still be available during construction?
Yes, there will be no interruption of ARFF services. The phasing was done to ensure ARFF vehicles can operate normally.

What are the Taxilane names displayed on the construction documents?
These are a temporary naming convention used for construction purposes only to make it easier to identify the work area(s) for the contractor.
